HCL was established in April 1994 in Liverpool. The company was created by the current Managing Director, Karen Caffrey, an RGN and former Practice Nurse and District Nurse. Karen set out to provide service users with the choice to remain in their own homes for as long as possible, promoting independence and healthy lifestyle choices.
With all of our service users, we endeavour to keep them safe, independent and able to remain at home for as long as they choose to do so. We constantly monitor the changing healthcare environment which enables us to develop and adapt to the preferred lifestyle choices of both the service users we care for and our care workforce.
Our main purpose is to provide domiciliary care to adults over the age of 18 years of age. We supply high quality multi-skilled staff to support clients with a wide range of needs in their own homes. This can range from minimal support with cooking and cleaning to more intensive care, including rehabilitation and home from hospital care for people with long term medical conditions including Alzheimer’s disease, dementia and stroke and palliative end of life care.
We have a dedicated review team who support our care workers in the community to deliver and maintain high quality care and support at all times with regular supervision and on the job training. Our review officers in the community liaise with care managers, community nurses and other members of the multi-disciplinary team to ensure that we provide a person centred approach to service delivery.
HCL was a finalist in the Liverpool Older People Awards 2015 and one of the top three finalists of the Outstanding Older Person Agency Award category.

Karen Caffrey – Managing Director
Karen is a former RGN/Practice Nurse and District Nurse with over 35 years’ experience in health and social care. She is Chair of the Association of Liverpool Domiciliary Providers Forum and Director of Liverpool Home Care Providers Community Interest Group. In addition, Karen is a member of both the Health First Team Advisory Board and Liverpool Health and Social Care Champions Board.
Karen was the winner of the Outstanding Leadership & Management Awards 2013. She is also an Apprenticeship Champion in partnership with Skills for Care Northwest.
RGN, Practice Nurse Certificate, District Enrolled Nurse, NVQ Level 3 in Occupational Health & Safety, NEBOSH Certificate.
Louise Parle – Registered Manager
Louise has 17 years’ experience in health and social care, 8 of which have seen her in the senior role of Registered Manager. She commenced work as an administration assistant and progressed to payroll clerk. She later trained to became a Care Worker and then Senior Care Worker before taking on her senior management role within the HCL team.
Louise is our Operations Manager and responsible for the day to day running of the service. She is a highly valued member of our senior management team.
IOSH Certficate, NVQ Level 4 in Domiciliary Care, Assessor Award D32 33, Advanced GNVQ in Business & Finance.
Joanna Fleming – Assistant Manager
Joanna has 7 years’ experience with HCL and is a multi-skilled member of the HCL Management Team. Her qualifications include a Level 4 Diploma in Health and Social Care and a Certificate in Personnel Practice (CIPP). She is also a qualified First Aider. Her duties include monitoring new Service User Referrals and Supporting the HCL Finance Team.
In tandem with this Joanna also works closely with the HR and Recruitment Team. She is the first point of contact and support for new staff as they progress through induction to work shadowing.

Carol O’Brien – Senior Locality Manager
Carol has worked in social care in a variety of roles for 25 plus years. She has a wealth of skills and experience to share with colleagues and is a supportive member of the Management Team.
Carol has extensive knowledge of the Liverpool Localities which is a great asset when planning and organising HCL Care Services.

Phil Wonderely – Quality Assurance Manager
Phil has 5 years’ experience in Adult & Children’s community services.
Phil is responsible for supporting and monitoring all our staff in the implementation of the Care Quality Certificate.
NVQ Level 2 and Level 3 in Health & Social Care
Chris Harry – Finance Officer
Chris has 4 years’ finance experience and has been with HCL for 2 and a half years. He was previously working with Liverpool City Council’s Projects Team for Adult Social Care.
Chris is responsible for a range of financial duties including provision of data and reports to the senior management team and payroll processing.
Katie Murphy – HR Assistant
Kate attained full time role of HR assistant following a successful apprenticeship completed at HCL. Responsible for supporting recruitment and training, Kate also spends time out in the community representing HCL at recruitment events.
Kate is building on the qualifications gained during her apprenticeship and is currently completing her Diploma Level 3 in Leadership & Management.
